Give each task an accountable owner, contributors, input, due date and completion evidence.

Separate execution and approval

A provider may prepare or coordinate evidence, but cannot replace decisions retained by an employer, authority or permit entity.

Record dependencies

Recruitment, selection, medicals, permits, contracts, insurance, travel and site receipt follow real dependencies.

Define escalation

Name the decision maker for inconsistent records, withdrawal, permit delay, travel change and an unready site.

Questions employers ask

Does the matrix replace the service agreement?

No. It is an execution control file and must align with the contract, which still covers fees, liability, data and disputes.

Can an authority approval be assigned to a provider?

A provider can perform agreed preparation, filing or coordination, but no provider can guarantee an authority decision.
